Class Action Targets Flock Safety Over ALPR Data Sharing, Raising Stakes for Repo Industry LPR Use

An amended class action complaint filed April 3, 2026 by Gibbs Mura Law Group alleges that Flock Safety — the dominant automated license plate reader vendor in the U.S. — illegally tracked millions of Californians’ daily movements and shared location data with out-of-state and federal law enforcement agencies in violation of California’s privacy statutes. The complaint specifically alleges that Flock’s centralized database structure enabled unauthorized federal immigration enforcement access — exactly the type of cross-agency data sharing California law was designed to prevent. Flock Safety systems are widely deployed by both law enforcement and private recovery networks, making this litigation directly relevant to repo firms using ALPR data for skip tracing and vehicle location.
